Complaint Process & Procedures
If you have a complaint regarding a cemetery business, the first step is to contact the cemetery management and attempt to resolve the problem. Most problems are resolved by the management if within their ability to do so. The Commission only has regulatory authority over cemeteries operating as a business.
If a problem cannot be resolved by direct contact, the second avenue of resolution is to contact the Commission office as indicated on the Contact Information link. We will attempt to resolve the concern or explain if the matter is outside the General Statutes contained in the NC Cemetery Act.
We request you complete the written complaint form available below. Complaints may be mailed to 1001 Navaho Dr. #207 Raleigh, NC 27609 or emailed to reports@nccemetery.org
Upon receipt of a written, signed complaint, we will refer to matter to the cemetery in question for their explanation. The cemetery is provided twenty (20) business days to do this research and respond. Upon receipt of the cemetery’s response, we will evaluate and advise you.

The Commission does not regulate funeral homes. Complaints involving a funeral home should be directed to The North Carolina Board of Funeral Service at https://www.ncbfs.org/. Complaints will not be accepted by phone but if you have general questions regarding their complaint process, please call the NCBOFS Consumer Complaint Hotline at (919) 743-5646.
Historical Cemeteries are not regulated by the Commission. For information related to a historical property, please visit https://archaeology.ncdcr.gov/programs/cemeteries
Church owned properties and family property used for burials – that do NOT operate as a cemetery business – are generally exempt from the scope of the NC Cemetery Act.
